Nuclear security constitutes an important pillar of China’s national security. China’s national legal framework for nuclear security has been constantly strengthened. The laws and regulations in force in this respect include the Regulations of the People’s Republic of China on the Control of Nuclear Material and associated implementation guidelines, the Counterterrorism Law of the People’s Republic of China, the Cybersecurity Law of the People’s Republic of China, and the Nuclear Safety Law of the People’s Republic of China. The Regulations of the People’s Republic of China on Nuclear Security is under development.

Efforts have been ongoing to enhance nuclear security regulatory mechanisms. A graded approach is applied to nuclear security systems at nuclear facilities based on the levels of physical protection required for these facilities. Possession, use, production, storage, transportation, and disposal of nuclear material are subject to licensing requirements. Nuclear security response drills and special inspections are regularly organized at key nuclear facilities to maintain the effectiveness of the nuclear security systems.
